One possible explanation for Hans Gender's existence is that it's work in progress related to the celebrations of Tibia's 25th Anniversary, which should take place in January, 2022. It's likely that was used as a template since it's also related to these festivities, but Hans Gender was mistakenly left in an area accessible by players.
